Update 8 July 2019:
The repackaged Update 3 has now been publicly released following an additional period of testing. This resolves the earlier issues reported where Act! add-on applications did not load correctly. This issue was partly caused by pending Windows updates on customer machines. As part of addressing the problem, the installer will now check for any pending Windows updates, and may require one or more reboots before the install process completes.
The original release overview below has been updated to reflect this re-release.
We are pleased to announce that Act! 21.1 Update 3 is now available for all regional releases of Act! v21.1 Pro, Premium and Web. This update will apply automatically to new v21.1 installations, and Administrators can also use the Act! menu command Help > Act! Notifications to update an existing installation.

There is no database schema update in this release.
Update 3 was applied to all regional APC servers on 6/22.
